Does it exist any material which can get sticky when electrically charged?

I'm currently working in a stunning gadget project: a real batclaw. Batman uses this gadget in his films for reaching the roofs in matter of seconds. The gadget consists in 3 parts. A powerful rope launcher, a rope and the claw. I think that using a claw makes this gadget imprecise and risky so I was wondering wether I could use some sticky material. Does it exist any material which can get sticky when electrically charged, just like the geckos when they climb?

Fah King Genios yes I already thought about electromagnetism but it wouldn't work fine. The purpose of this gadget is to climb fastly to the roofs. 99.9 % of the buildings on earth haven't got any metal piece with an enough size in the right place to achieve this. I need something with similar characteristics as electromagnets but which works with other kinds of materials like stone or bricks, not just metals.

yes, its called an electromagnet... when you run a current or electricity through it, it becomes very sticky to other metal
