Q. So I'm trying to figure out what to ask for my birthday because its one of the few times I can get stuff for no reason, like stuff I don't normally go to the store to buy. (i dont go to the store to get much at all anyway).
Anyway, I'm interested in solar panels and led and electronics and i was wondering if there is anything not over expensive that would be cool. Some things I'm interested in:
solar, wind, water energy
Gadgets (multitools, swiss army knives)
Vibram fivefingers
drawing
making stuff (duct tape wallets, stuff out of altoids containers)
basically technology and outdoors-gear stuff
oh and im 16 turnin 17 male.

I suggest you a solar battery case for iPhone. You can slip your iPhone into it without bothering. It converts sunlight into electricity and backup your iPhone, very nice start with solar.

Answer
You can probably start in a solar, with an offline/backup system for $200 or less, which kan keep your small electronics powered. The system would be a 10 to 20W panel, charge controller, 18Ah battey, maybe a 150W inverter. You can get the battery/inverter in the form of a totable battery pack.
I have a bit larger system built for around $200, using on sale pieces from a local outfit, with a 20W panel, charge controller, battery (36 Ah AGM), hookups, and a 400W inverter I got years ago, on sale. I use it to run lights in a barna half hour or so a day.
