Much of "spying" is just talking to people (and having a good memory).
A small, fast camera that can take decent pictures without much light might be useful. A pocket knife is often useful, and I can imagine how super glue would be useful for impromptu false IDs and such.
What do you want to do? Gain information directly? Gain information from people? Cause trouble? Etc.

take a stik and say it is a tracking device. Take a pop can and say it has a camera in it. Bodaboom bodabing you have spy tools.
