I live in zip-49862...weather gadget shows temps from zip-49854. Why?

Because your house isn't reporting the temperature to anybody. Yahoo! doesn't magically know the temperature of everyplace on Earth. It receives weather information only from reporting stations. Apparently, the one you're hooked into is in a different zip code.
The gadget might provide a list of nearby stations you can choose from.

The Weather Gadget has not updated in two weeks. My town is not being updated. All of the towns surrounding me are updated how it is right now. What can I do to fix this problem?

Sounds like your town's station isn't reporting in to Weather Bug. It may be down.
Other than trying to track down whoever's in charge of that so they know there might be a problem, I can't see there's much you can do about it.
Maybe lock onto one of those other towns. Any reports from them would be more accurate than what you're getting now.
