What country would be the most inexpensive to shop in general, for things like clothes and electronics?

I am planning on going out of the country next month for about a week. I am wondering where I would be able to find electronics for a much cheaper price then here in the states, and as well where my girlfriend would be able to clothes shop?

Japan and South Korea...

Japan: You can get electronic gadgets (really new models!) in Akihabara, I guess... For books-shopping, you can try Kando-Jinbocho. For luxury items, try Ginza. For traditional goods, go to Shitamachi. For funky clothes, Harajuku is a good place to shop for... All the places above are in Tokyo.

South Korea: I'm not very sure about places in Seoul, but I guess you can get nice, affordable clothes either in Dongdae-mun or Namdae-mun... Enjoy...

Is there an electronic gadget that give you real time traffic reports?

I don't have a smart phone, and I'm not gonna get one for a long time. But I have an hour commute and I get frustrated trying to catch a 30 second traffic report on the radio. Is there some gadget I can order that will give me the traffic report during my commute?
